If WoW doesn't recognize some of the keyboard keys in game (but work in the game chat) :

Solution:
Windows was enforcing UTF-8 for programs that does not support unicode. To fix this go to Settings > Language > Administrative language settings > Change system locale > Disable “Use Unicode UTF-8 for worldwide language support”.
